The following amendments are introduced in the Law 7 / 1985 of April 2, Regulation of the Local State:

¡ Tenth.

Frequency of plenary sessions.

Paragraph a) of Article 46.2 is replaced by the following wording:

Holds regular plenary session at least every month in the councils of municipalities with more than 20,000 inhabitants and county councils, each two months in the councils of the municipalities of a population between 5,001 and 20,000 inhabitants, and three in the municipalities up to 5,000 inhabitants.

Plenary also hold special sessions when as decided by the President or requested by a quarter, at least, the legal number of members of the Corporation, without any Councillor may request more than three annually.

In the latter case, its conclusion can not be delayed for more than fifteen days since it was requested, and may not enter the matter on the agenda of a regular plenary session or other special issues with most if not expressly permit applicants of the call.

If the President does not convene the extraordinary plenary session requested by the number of councilors indicated within the prescribed period will automatically be convened for the tenth business day following the end of that period, twelve hours, which will be notified by the Secretary of Corporation to all members of the same the day after the deadline above.

In the absence of the President or whoever has to replace law, the plenary will be quorate provided that there is a quorum in the letter c) of this rule, in which case it will be chaired by a member of the Corporation oldest of those present.
